Sorry, but (ihmo) this would be rather bad for several reasons:

1) How about different screen solutions? On one screen the requester might
be too big, on one screen to small.

2) why centering? It rather should be below the mouse-pointer, would make
much more sense, imho.

3) How about the different likenesses of the users? They would be forced to
change the size everytime they use the requester.

The best way (imho) would be to "remember" the size and position of the
file-requesters, as it is done with the MUI-windows.
